Fisherman’s knife or tool holder can be secured to a deck strap, seat strap or PFD strap, even worn on a belt. One tool pocket, snap tie down, 2nd tool loop on front side and belt loop at top. To bolt to deck, simply melt a single hole with a hot Philips screwdriver and use a screw and well-nut with 3/4 inch washer.
